The U.S. Citizenship and Immigration Services is responsible for processing immigration and naturalization applications and establishing policies regarding immigration services.

The Board of Immigration Appeals (BIA) is the highest administrative body for interpreting and applying immigration laws. He is authorized several Immigration Appeals Judges. The BIA is located at EOIR headquarters in Falls Church, Virginia. The BIA does not generally conduct court proceedings; decides appeals by completing a "paper review" of cases. However, the BIA hears oral arguments on appealed claims on rare occasions, mostly at headquarters.
